Establish mandatory rehabilitation and anger-management programmes for domestic violence offenders to address root causes, reduce repeat offenses, and help build safer families and communities.

While protecting victims must always remain the top priority, Saint Lucia should also invest in rehabilitation programmes aimed at addressing the root causes of domestic violence.

Many offenders struggle with anger management, conflict resolution, emotional regulation, substance abuse, unresolved trauma, and unhealthy relationship behaviors. Without intervention, these issues often lead to repeat offenses and continued harm to families and communities.

This initiative would establish mandatory rehabilitation and anger-management programmes for individuals convicted of, or referred for, domestic violence-related offenses.

What Could Be Included?

  • Certified anger-management courses.
  • Individual and group counseling sessions.
  • Healthy relationship and communication training.
  • Mental health assessments and support.
  • Substance abuse treatment referrals where necessary.
  • Community service and restorative justice components.
  • Monitoring and follow-up assessments.

Expected Benefits

  • Reduction in repeat domestic violence incidents.
  • Improved conflict resolution skills among participants.
  • Safer homes and communities.
  • Reduced burden on law enforcement and social services.
  • Greater opportunities for behavioral change and family healing where appropriate.

Why It Matters

Punishment alone may not always prevent future violence. By combining accountability with rehabilitation, Saint Lucia can address both the immediate consequences of domestic violence and the underlying factors that contribute to it.

A safer Saint Lucia requires not only protecting victims but also reducing the likelihood that violence occurs again.
